According to a Los Angeles Police Department spokeswoman, shortly before 1 a.m. officers reponded to a call from a man who claimed that the star's car had "brushed up" against him at a parking area near Hookah Lounge in Hollywood.
Lohan and a companion were in the vehicle and were attempting to leave the parking area when they were surrounded by paparazzi and onlookers, per police.
As the car maneuvered past the throng, it allegedly brushed up against the man despite several paparazzi yelling warnings. Lohan's Porsche then drove away without stopping.
Police could not determine who was behind the wheel, per the LAPD spokeswoman, but there was no damage or injury so no charges have been filed.

This coming Spring, the Grotius Centre for International Legal Studies, in association with the TMC Asser Institute and the Coalition for the International Criminal Court, will host a series of lectures under the umbrella of the highly successful Supranational Criminal Law Lecture Series entitled, ?International Criminal Justice and the Contours of the Judicial Function: Lectures in Honour of Antonio Cassese?. It is fair to say, that despite the continued rapid evolution of substantive and procedural international criminal law by means of both creative and activist judicial interpretation, a clear understanding is yet to attach to the totality of the judicial function in an international criminal justice context. This lecture series aims to address this anomaly by examining a host of issues central to a coherent conception of the judicial role in international criminal justice. The series will consist of eight innovative and interactive lectures encompassing contributions, first and foremost, from retired and sitting members of the international criminal judiciary, as well as from practitioners and prominent members of the academic community.
It is with great regret and sadness that the one individual perhaps best placed to address these issues from the perspective of both a scholar and a member of the international judiciary, namely Antonio Cassese, is no longer with us. It is in his honour that this lecture series is dedicated.

As the controversy over Rush Limbaugh's insult enters its second week, comedian Bill Maher says it's time for liberals to accept his apology and move on. Of course that's really Sandra Fluke's call.
It?s been only seven days since Rush Limbaugh called Sandra Fluke a ?slut? and a ?prostitute,? but it seems like the ensuing controversy has been raging for much longer than that. Attitudes about the talk show host?s treatment of the Georgetown University Law student have begun to calcify into a partisan divide. Is it time for liberals to just get over it, move on, and accept the apology Limbaugh has offered?

Bill Maher thinks so. At first glance that?s surprising ? comedian Maher announced the other day that he?ll give $1 million to a super PAC that backs President Obama. But he?s got his reasons as to why he thinks it?s time to let go of the Fluke controversy.
?Hate to defend #RushLimbaugh but he apologized, liberals looking bad not accepting. Also hate intimidation by sponsor pullout,? wrote Maher on his Twitter feed Wednesday.
Of course, Maher?s been accused of saying some pretty crass gynecological things about Sarah Palin and other conservative women, so he might have a vested interest in damping down the fire here.
Former Obama administration economist (and frequent talk show guest) Austan Goolsbee noted this Wednesday, tweeting that ?palin is right to point out that bill maher has said some pretty disgusing things about women, comedian or not. They are rush like.?
And as to sponsor pullouts, those could hit Maher and other controversial entertainment figures where it hurts ? their wallets.
Talkers.com, which bills itself as the Bible of the talk show industry, noted Wednesday that one outcome of the Limbaugh uproar has been sponsor nervousness about the possibility of controversial statements from any edgy host.
?Major advertisers are issuing yet another round of ?no controversial programming? dictates,? writes Talkers in its industry news column. ?This is not a new problem for talk radio, and the recent Limbaugh case is likely only to add fuel to a fire that?s been simmering for the past 20 years.?
Plus, isn?t it up to Ms. Fluke to decide whether Limbaugh?s apology should be accepted? She?s the one Limbaugh insulted, and she?s the person at whom he directed his words when he said he was wrong to use the harsh language he did.
And she?s not buying it.
?I don?t think that a statement like [Limbaugh] issued, saying that his choice of words was not the best, changes anything, and especially when that statement is issued when he?s under significant pressure from his sponsors who have begun to pull their support,? Fluke said earlier this week in an appearance on ABC?s "The View."
Many of Fluke?s defenders have pointed out that Limbaugh apologized for calling her a ?slut,? but not for saying that women who want contraceptives from their health insurance are trying to get ?American taxpayers? to fund their ?personal sexual recreational activities,? and so forth. Given that, many liberals say they?ll continue with their outrage and attempts to get more sponsors to pull ads from Limbaugh?s show, thank you very much.
Still, at this point, is there a diminishing return to the personally-directed anger?
?Sure, it?s funny to dissect all the ways in which [Limbaugh?s] apology falls short, but it?s also a waste of breath,? writes Slate?s Katy Waldman on the web site?s XX Factor blog.
The initial anger contributed to advertiser desertions, but now it may just help Limbaugh make news, according to Waldman.
?Isn?t our shock a little disingenuous?? she writes. ?Can?t we just allow his predictably crass and unrepentant star to flicker out? Expecting Rush Limbaugh to change his mind, especially in response to censure from the mainstream, makes no sense.?

That opinion must still be debated and voted on by a five-justice panel of the court, and no date has been set for that discussion.
Police have said they held Cassez for a day after her 2005 arrest and re-enacted the detention to allow news media to tape it.
While the failings of the Mexican justice system have been frequently criticized, many of those same critics also strongly support the rights of crime victims. The quandary was evident in comments made by the head of the government Human Rights Commission, Raul Plascencia, to a local radio station.
"It is fundamental that justice be considered with all precision for the rights of the accused, yes, but also with the aim of achieving justice for society and crime victims," Plascencia said. "There were some flaws in the detention and the improper exhibition of Ms. Cassez to the media, but there are also statements by the victims that say she was responsible for committing a crime."

Cassez has denied any involvement in the abductions, though she lived at the compound on the outskirts of Mexico City where victims were held in outbuildings. She said she was unaware of their presence.
The Cassez case has caused years of diplomatic dispute between France and Mexico.
On Thursday, French President Nicolas Sarkozy called it "the first good news in five years." He said on RMC-Info radio that he spoke by phone to Cassez a week ago, and urged her to "hang on."
Cassez's attorney, Agustin Acosta, said it's very likely the Supreme Court will rule her way on March 21, the scheduled date for the justices to meet.

NEWPORT, Ore. More than 99 percent of Antarctic blue whales were killed by commercial whalers during the 20th century, but the first circumpolar genetic study of these critically endangered whales has found a surprisingly high level of diversity among the surviving population of some 2,200 individuals.
That, says lead author Angela Sremba of Oregon State University, may bode well for their future recovery.
Results of the study have just been published in the open-access journal, PLoS ONE. As part of the study, the researchers examined 218 biopsy samples collected from living Antarctic blue whales throughout the Southern Ocean from 1990 to 2009, through a project coordinated by the International Whaling Commission.
The genetic survey revealed a "surprisingly high" level of diversity that may help the population slowly rebound from its catastrophic decimation by whalers.
"Fewer than 400 Antarctic blue whales were thought to have survived when this population was protected from commercial hunting in 1966," noted Sremba, who conducted the research as part of her master's degree with the Marine Mammal Institute at OSU's Hatfield Marine Science Center. "But the exploitation period, though intense, was brief in terms of years, so the whales' long lifespans and overlapping generations may have helped retain the diversity."
"In fact," she added, "some of the Antarctic blue whales that survived the genetic bottleneck may still be alive today."
Prior to whaling Antarctic blue whales were thought to number about 250,000 individuals a total that dwindled to fewer than 400 animals by 1972 when the last blue whales were killed by illegal Soviet whaling. Blue whales are thought to be the largest animals ever to have lived on Earth, said OSU's Scott Baker, associate director of the Marine Mammal Institute and an author on the study and the Antarctic blue whales were even larger than their cousins in other oceans.
"These animals are very long-lived maybe 70 to 100 years and they can grow to a length of more than 100 feet and weigh more than 330,000 pounds," he said. "There is a jawbone in a museum in South Africa that takes up most of the lobby. This is one reason they were so intensively exploited; they were the most valuable whales to hunt."
Despite their history of exploitation, little is known about modern-day movements of Antarctic blue whales, which are considered a separate subspecies differing in size and habitat use from the smaller "pygmy" blue whales, which live in more temperate regions of the Southern Hemisphere.
Through "microsatellite genotyping," or DNA fingerprinting, the PLoS ONE study was able to track some of the movements of individual Antarctic blue whales.
"We documented one female that traveled from one side of Antarctica to the other a minimum distance of more than 6,650 kilometers over a period of four years," said Sremba, who is now continuing her studies as a Ph.D. student in the Department of Fisheries and Wildlife at OSU. "It is the first documentation of individual movements by Antarctic blue whales since the end of the commercial whaling era."
Baker said the long distance movement of a few individuals was "somewhat surprising" in comparison to the evidence for genetic differences between areas of the Southern Ocean. On one hand, it is apparent that individual Antarctic blue whales are capable of traveling enormous distances in search of food.
"On the other hand," Baker said, "there seems to be some fidelity to the same feeding grounds as a result of a calf's early experience with its mother. This 'maternally directed' fidelity to migratory destinations seems to be widespread among great whales."
There is much, however, which scientists still don't know about Antarctic blue whales, Baker pointed out.
"This is a poorly understood species of whales, despite its history of exploitation," Baker said. "Only now are we developing the technology to study such a small number of whales spread across such a vast habitat."
The biopsy samples were collected during more than two decades of research cruises supervised by the International Whaling Commission, and with international scientists joining research vessels from the Japanese Ministry of Fisheries.
Now that their population is slowly recovering, future studies may focus on Antarctic blue whales' migration patterns, and the locations of their breeding and calving grounds.
