?Abstract? In the current era of knowledge economy, innovation has become an driving force for enterprises to survive and develop, which is also significant to maintain the enterprises? core competitiveness. In the context of economic globalization, with increasing competitions among industry and customers? diversified and personalized demands, only enduring innovations can make enterprises to adapt to the changing economic environment. The economic crisis in 2008 forced our country to shift from the export-oriented to the inward-oriented, the traditional manufacturing enterprises and retail enterprises were also faced with the situation of transformation and upgrading, while rapid development of e-commerce just provided a turning point for these enterprises. Today?s competition, not competition between products, but competition between business models, management guru Peter Drucker once said. Therefore, it?s an inspiration and important reference for the research of enterprise business model innovation, especially online retail business model innovation.The concept of business model first appeared in the literature on the dynamic of IT industry, which has now become the key to success for companies; it?s no exception for online retail business. So which factors were presented to influence business model innovation, and how to make them work?Based on the issues raised above, after looking up a large number of literatures, we found that researches regarding on influencing factors of innovation were focusing on technological innovation and service innovation; most business model innovation study focused on the re-combination of factors, it?s rare to find the research on the influencing factors of business model innovation. Therefore, based on the special nature of the problem, we use a mixed research method in our exploratory study, which is, first obtained the theoretical framework by the qualitative research, and then do the further study on the previous validation through the quantitative research.First of all, case study method was selected in our qualitative research part. Taobao was chosen as the case study sample which is the leading online retail company in China. We introduced the computer-aided software Nvivo 8.0, used grounded theory research paradigm to encoding the innovative events of Taobao?s three development phases, deeply analyzed its innovation system, and obtained the factors influencing retail enterprise business model innovation which are corporate culture, corporate strategies, technical support, employee creativity, competitors, partners, customers and external environments. Afterwards, through further quantitative study, we reach a conclusion that those 8 factors influenced business model innovation in varying degrees, and the conception discourse power was introduced as the indicator to measure the effectiveness of business model innovation.At last, based on the conclusions of this study, we put forward two proposals for traditional manufacturing enterprises and traditional retailers on how to achieve the transformation and upgrading by business model innovations according to the internal and external factors we obtained, which are that firstly the enterprises should strengthen their own self-cultivation and improve their innovation capability and secondly they should make great use of the external conditions and increase creative ways. Finally, the lack of this research and directions for future research are put forward.

Shanghai subway crash revives safety concerns (AP)

SHANGHAI ? A crash on one of Shanghai's newest subway lines is the latest stumble in China's rush to roll out modern services, often sacrificing safety for fast results.

The collision Tuesday, which injured 271 people, has also focused attention on a state-owned venture that supplies signal systems, including one implicated in a deadly bullet train crash in July.

The subway operator, Shanghai Shentong Metro Group, said the line which opened last year was experiencing signal problems when one of its trains crashed into another near the city's scenic Yuyuan Garden.

It was not the first problem on the line. A mishap involving the misdirecting of a train two months earlier had resulted in assurances of no more accidents from the maker of the signal system, Casco Signal Ltd.

"We certainly intend to get to the bottom of this," the metro's chairman Yu Guangyao told reporters.

Casco, a joint venture of China Railway Signal and Communication Corp., or CRSC, and France's Alstom, SA, was set up in the mid-1980s and is a major supplier of signal systems and other electronic equipment for China's railways and subway systems.

It also supplied a centralized traffic control system for the railway in east China's Zhejiang province where two bullet trains crashed on July 23, killing 40 people and injuring 177.

While the two systems are not the same, the problems with signaling and communications on the subway line raised eyebrows: At the time of the crash, the crowded trains were operating at lower than usual speeds and being directed via phone by subway staff rather than by electronic signals.

As with the bullet train crash, which experts say resulted both from equipment and human error, its problems likely are not limited to the signaling equipment.

"There is no doubt that the signaling equipment is the most direct and obvious cause," said Li Hongchang, a professor of economics and management at Beijing Jiaotong University. "The deeper cause lies in maintenance, management and even in whether contracts were awarded in a fair an open way in the first place."

Staff at Casco's headquarters refused comment Wednesday.

China's multi-trillion dollar building boom is knitting the country together as never before, with high-speed trains, smooth new super highways, cruise terminals and brand new airports.

But many of the projects, built at hyper speed to meet deadlines that often appear geared more to political grandstanding than safety, have fallen prey to quality and safety problems.

"Given the serious traffic jam problems in big cities like Beijing and Shanghai, generally it is better to have more subways and have them earlier," said Li, the professor.

"But the rush is too hot in some places, too many subways built too quickly," Li said. Construction often starts before projects are fully designed to save time, he said.

The momentum to build quickly and massively is built into a system dominated by state-owned companies whose party-appointed top executives often enjoy insider influence with the officials awarding contracts.

CRSC, for example, is among the many big state companies that have thrived on China's massive railways buildup, further fortified by huge cash pools from share listings. Most of the company's overseas projects, according to its website, have been in the developing world ? North Korea, Pakistan, Iran and Tanzania ? or at home.

The subway crash was a shock for Shanghai, a city of 23 million that prides itself on its fancy new infrastructure ? roads, airports, ports, tunnels and subways all expanded dramatically ahead of the city's 2010 World Expo.

But as with elsewhere in China, the cracks in the veneer already were showing, just like the recent reports of shattering glass and crumbling concrete at the city's new Hongqiao International Airport terminal.

Tuesday's was the third system failure in two months on the subway's "Line 10", which reportedly was set to switch to completely automated operations next month, eliminating the need for train attendants to drive or operate the doors of the trains.

Suspended Florida immigration enforcement chief arrested (Reuters)

MIAMI (Reuters) ? The suspended chief of the U.S. Immigration and Customs Enforcement (ICE) office in Miami was arrested on Tuesday, according to jail records, and local media said the arrest involved charges of possessing and distributing child pornography over the Internet.

Public records from the Broward County jail listed the arrest of Anthony Mangione, 50, but did not give the charges involved.

The mugshot released by the Broward Sheriff's Office showed the same Anthony Mangione who since 2007 and until April this year had been special agent in charge of the ICE field office in Miami, which covers Florida and Puerto Rico.

ICE spokespersons in Miami and Washington and the FBI in Miami referred queries to the Department of Justice. Justice spokeswoman Laura Sweeney declined to comment.

Fighting child pornography was one of the tasks of the Miami ICE office.

The Miami Herald, citing sources familiar with the investigation, said Mangione had been on paid administrative leave since April after federal agents began investigating images of child pornography he allegedly received on his home computer. They had at that time seized his computer from his home, the newspaper said.

Mangione, a 27-year veteran of ICE, would appear in a federal court in Fort Lauderdale on Wednesday, the Miami Herald added.

Ohio governor commutes sentence of death row inmate (Reuters)

COLUMBUS, Ohio (Reuters) ? Ohio's Republican Governor John Kasich on Monday commuted the death sentence of convicted killer Joseph Murphy to life without the possibility of parole, his second such action in the past three months.

The application of Ohio's death penalty came under question in July when a federal judge issued a stay of execution for another inmate and called the state's practices haphazard.

In commuting his sentence, Kasich called Murphy's 1987 murder of Ruth Predmore, 72, "heinous and disturbing," but the death penalty inappropriate given a brutal upbringing and relatively young age at the time of the crime.

Murphy was 21 when he stabbed Predmore in the neck during a robbery, severing the carotid arteries and jugular vein. His execution had been scheduled for October 18 and the Ohio Parole Board had recommended that his sentence be commuted.

"Even though as a child and adolescent Murphy suffered uniquely severe and sustained verbal, physical and sexual abuse from those who should have loved him, it does not excuse his crime," Kasich said in a statement.

Kasich commuted another inmate's death sentence to life in June and has delayed other executions. A joint state Supreme Court and bar association task force is planned to review the state's administration of the death penalty.

The task force will not address whether the state should or should not have a death penalty.

Ohio has executed four men in 2011, according to the Death Penalty Information Center. Thirty-six people have been executed in the United States so far this year.

New rule could prolong race for GOP nomination (AP)

WASHINGTON ? Don't look for a quick winner in the race for the Republican presidential nomination. After watching Democrats successfully ride their historic primary battle between Hillary Rodham Clinton and Barack Obama all the way to the White House in 2008, the Republicans quietly adopted a new rule designed to extend their nominating process this time around.

The rule limits the ability of candidates to win large numbers of delegates in early primaries and caucuses ? those held before April ? because delegates must be awarded in proportion to the votes a candidate receives.

Many Republican state parties like to hold winner-take-all primaries because they create buzz and put a premium on candidates finishing first. Those states, however, will have to wait until April, at the earliest, to hold their nominating contests.

"The top two or three candidates have a real chance now to go deep into March and maybe early April," said Bob Bennett, a member of the Republican National Committee from Ohio. "I could see it going deep into April with a two-man contest."

Bennett served on the RNC panel that wrote the new rule in 2010. Iowa, New Hampshire, South Carolina and Nevada ? the first states expected to hold nominating contests ? were exempt.

Texas Gov. Rick Perry has emerged as the Republican front-runner, with former Massachusetts Gov. Mitt Romney his chief rival. Farther back in the polls are Rep. Michelle Bachmann of Minnesota and Rep. Ron Paul of Texas.

Despite the change, the expectation is low that GOP race will go all the way to June, like the battle between Clinton and Obama.

The Democratic race in 2008 was exceptional, pitting two well-funded, resilient candidates who were able to survive multiple losses and emerge with enough campaign money to continue. In one stretch, Clinton lost 11 contests in a row. Her campaign was wounded, and she eventually lost the nomination to Obama, but she was able to stay in the race for several more months.

No one in the GOP field could withstand 11 straight losses and still raise enough money to remain a viable candidate, said Rich Galen, a veteran Republican campaign strategist. But they could lose a majority of those races, and if they still pick up a substantial number of delegates, they might be able to persuade donors to stick with them, he said.

"If there were 100 delegates available and you got zero, then it looks like hell," Galen said. "But if there are 100 delegates and you got 40, even though you didn't come in first, you did pretty well. That translates into money and that allows you to keep going."

Another important difference between Democrats and Republicans: Democratic Party rules require all states to award delegates proportionally. In 2008, that made it harder for Obama to put Clinton away earlier. It also hurt Clinton's ability to catch up, once she fell behind.

Republican state parties can schedule winner-take-all primaries, starting in April, which should help decide the GOP contest before June.

"We felt that it would be helpful to the process to go a little longer, but not all the way to June," said John Ryder, a member of the Republican National Committee from Tennessee. He chaired the panel that wrote the new rule.

"At some point, the advantages that are gained by extending the process begin to yield diminishing returns because it begins to drain your financial base and perhaps leave the kinds of primary scars that are very difficult to heal for the general election," Ryder said.

The new delegate rule was adopted after an intense debate among GOP activists. Some worried it would extend the contest too much, increasing the possibility that the Republican candidate would emerge bloodied and broke. Others believed that a longer contest could energize the party for the general election.

The rule does not define proportional, so there will be some variation among the states on how they divvy up delegates.

For example, New Hampshire Republicans plan to allocate all 20 of their delegates proportionally, based on the statewide vote. Oklahoma Republicans plan to award some of their 40 delegates based on statewide results and the rest based on vote totals in individual congressional districts.

It's unclear which Republican candidate might benefit from the new rule because the dynamics of the race could change dramatically, depending on the outcome of early primaries and caucuses. The election calendar is also in flux.

State parties have until Saturday to submit their primary and caucus plans. Once the RNC reviews the plans, the party will set the number of delegates needed to win the nomination.

Under rules agreed to by both political parties, only Iowa, New Hampshire, Nevada and South Carolina are permitted to hold nominating contests before March 6. If other states go before that date, they could lose half their delegates to the Republican national convention in Tampa, Fla.

Nevertheless, several states are considering contests in February or even January, adding another level of uncertainty to the early days of the campaign. Those states include Florida, Michigan, Georgia and Arizona.

Many other states are holding their contests later, in April, May or June. That means Super Tuesday ? March 6 ? might not be as super as it was four years ago.

In 2008, more than 20 states held primaries and caucuses on Feb. 5, and Sen. John McCain of Arizona emerged with a commanding lead on his way to the Republican nomination. The 2012 version of Super Tuesday is shaping up to have about 10 Republican contests.

That's OK with Ryder, who said McCain was at a big disadvantage in 2008 because he locked up the GOP nomination so early.

"After that, John McCain sort of disappeared from the national consciousness," Ryder said. "Meanwhile, Barack Obama and Hillary Clinton are out there every week, getting stories and getting their ideas out, presenting them to the American people. That was very much on our minds when we drafted the rule."

Facebook's 'New Class Of Social Apps' Could Be Big Business For ...

The ?completely new class of social apps? Facebook CEO Mark Zuckerberg unveiled Thursday at the f8 developer conference will feed Facebook even more information about its users and supercharge sharing on the social networking site.

But what promises to be big business for Facebook could prove to be a burden for users, who will see any activity they take on certain Facebook apps published instantly on the social networking site.

Thanks to the new version of Facebook's Open Graph developer platform -- a change Facebook called the ?most significant update to Platform since it launched in 2007? -- once users have agreed to let an app access their profile, interactions with that app will automatically be fed into their friends? ?tickers," the stream of updates that now appears to the right of the Facebook News Feed. Listen to a song on music streaming service Spotify, and your friends will be able to see the track the moment you click play. Read an article on one of the news reader apps, and the app will broadcast to Facebook the headline of the story together with your name. The actions shared with Facebook will vary by app, with a cooking app posting different updates than a fitness app, for example.

Zuckerberg noted that the change to apps will allow users to share a ?magnitude more? than before: not only does he see the potential for new industries such as ?lifestyle? and ?media? brands, to integrate social features in more robust ways, but the new Open Graph eliminates the need for an app to ask each time it posts to a user?s stream.

This allows the process of sharing to become more automated and more frequent, which in turn gives Facebook a host of new data about its 800 million users that it can then leverage to sell and personalize ads.

But this wasn?t what Zuckerberg highlighted during his keynote at the conference. Instead, the CEO focused on Facebook's users and the benefit this new category of apps will bring to them. He pitched these more social apps as a seamless way to share and as a source of ?realtime serendipity.?

Theoretically, a Facebook user with a large collection of socially-active friends will turn that ticker into a blur, with game moves, songs, videos, movies, articles, and other activities all contributing to the frequent updates. If brands are dependent on using the ticker to push their information, it's unclear how well that work.

When you are engaged in legacy planning you are likely to recognize the fact that the period preceding your death is going to have to be planned for as well. Long-term planning that includes your retirement, your twilight years, and the ultimate distribution of your assets after your death is key if you want to be completely prepared. Planning for possible incapacity is important, and this is a matter to discuss with your estate planning attorney.

Understanding Restaurant Health Codes

If you own a restaurant, you not only need to run the business in a profitable manner, you need to meet the restaurant code requirements of your local government. Meeting code requirements is an ongoing and critical part of running a restaurant. Code requirements are absolute requirements that must be met in order for your business to remain open. Code citations must be promptly met and corrected.

Restaurant code requirements are put in place by the local and state government to protect the public and to help the restaurant owner operate a safe business for his diners. Compliance with the code will prevent illnesses brought on by improper food preparation, storage, cooking or lack of cleanliness by the kitchen staff. Inspectors are given wide latitude of when and how they may conduct an inspection. They can drop by at a time of their choosing, without notice to the restaurant.

Local authorities determine how often an inspection is required. There are specific requirements that must be passed in order to get a clean report. Again these requirements are part to the local rules and provisions. The inspectors are trained to look for certain important factors that are known to prevent health problems. Food used in a restaurant must come to the restaurant from approved sources. It must be stored at approved temperatures and be prepared with approved standards. Each local health inspection department can give the owner a set of rules that must be met. Cooking of food must be done at certain temperatures and then stored or kept in approved ways. Kitchen cleanliness is always an important consideration and must be done with approved methods. Washing of kitchen utensils, rags, and staff hands must be done in an approved manner by the staff of the restaurant. Cleanliness of the kitchen itself is part of the inspection and storage of cleaning chemicals must be done in an approved way. Prevention of accidental food alteration is part of the inspection.

Cooking temperatures

Local governments can set rules about the cooking temperatures for meat, poultry, pork, eggs and fish. These are in place to keep undercooked food from being served and causing a patron to have a food induced illness. Food cooked at approved temperatures will be safe to eat and should not cause the patron any problem.

Undercooked meats, eggs or fish can allow organisms that are injurious to humans live through the cooking process and make a person eating the food very ill. Cooking at approved temperatures kills the organisms and prevents the food caused illness.

Refrigeration standards

Just like cooking temperatures, refrigeration standards are set to keep food at safe temperatures. This includes storage of cooked food, uncooked food and foods that should be kept in a frozen state until ready to prepare. Poor refrigeration can be very dangerous as the food is not safely stored under these conditions. Most locals require a way to constantly monitor the temperatures of the refrigerator and freezer units. Many restaurants use a separate thermometer to meet this requirement. Since these appliances are looked at many times during daily operation, the extra temperature monitors can be seen routinely.

Salads with eggs and meats are very sensitive to poor refrigerated storage. This can be very harmful to someone who eats this food after this poor storage. This is why these requirements are in place and enforced by the inspectors.

Cooking and storage of food is a serious area of inspection and should be maintained at the code standard at all times. This is the reason for surprise inspections by local health inspectors.

Hot-Holding temperatures for cooked food

After food is cooked it must be held for service in a safe manner. Hot-Holding temperatures are mandated by local health authorities and are part of restaurant inspections. This accounts for special equipment in buffet restaurants. Their hot food trays must be kept at correct temperatures for the time they are put out for public consumption. This is another safety issue for prepared food sold to the public. This food has been cooked and must be kept at reasonable temperatures until the customer takes it.

Restaurant cleanliness

Most restaurants do a very good job of keeping the area that the public sees in very good order. The kitchen is the area that inspectors are most concerned about. Cleanliness here is imperative to the preparation of safe food. Evidence of rodents or roaches is a serious problem for restaurants and must be seriously kept to a minimum of zero tolerance. Food is always out or being prepared. This constant attraction is like a magnet to various rodents and bugs. An ongoing battle must be kept up to keep these invaders at bay. The health inspector will come down very hard on a restaurant that is lax in this area. The inspectors or the customers of the restaurant cannot tolerate situations that are not under control. Since the customers are not privy to the kitchen, it is the job of the inspector to keep this part of the restaurant up to code. The health inspectors are the eyes and ears of the customers. When they pass a restaurant on its inspection the diner can expect to be served safe food.

Cleanliness also includes the clean up of dishes and utensils, prep areas are kept in a spotless condition and rags and other cleaning tools are properly maintained and used. This care for not only the food, but also the operation of the kitchen is necessary to insure the safe delivery of food to the restaurant?s clientele. One of the ways to keep this aspect of restaurant operation is to require that codes are met and kept.

Conclusions

The restaurant business is a unique business when compared with other types of businesses. The business is heavily regulated, employee heavy, fad affected and at risk monthly or so for inspections. The good restaurateur will meet each of these challenges with skill and the desire to go the extra mile since their customers can be seriously affected by poor operations. Keeping the code requirements in place as part of their operation is not only necessary, but smart business. No restaurant wants the PR problem of a public notice of a food problem. Operating within the code will keep the owners from having this problem.

Friendly and cooperative attitude will help keep the inspectors on your side. There is not a need for an adversary type of relationship. The inspector has a job to do and the owner has to comply with the rules of the local government.

Fighting city hall is usually not a good idea, as their rules must be followed in order to sell food to the public. In the long run a clean operation will keep the restaurant out of trouble and inspire public confidence in the food served. Bad publicity about tainted food can ruin a restaurant over night and in some cases make it impossible to recover. Make sure your operation stays well within the rules and do not try to beat the system. Owners should take pride in the fact that they serve quality food that has been safely prepared and cared for before it was served. Customers will keep coming back to a restaurant that operates in this manner.

(AP) ? Nearly one-in-five of the jobs listed on a state website touted by Gov. Scott Walker as a resource for unemployed Wisconsin residents are actually located in neighboring states, according to an analysis by The Associated Press.

More than 32,000 job openings were posted on the Job Center of Wisconsin's website as of Tuesday, but about 18 percent of them were in Illinois, Minnesota, Iowa and Michigan. It was unclear how many of those roughly 6,000 jobs could be filled through telecommuting, though many appeared to require on-site work.

Walker ran on a promise to add 250,000 private sector jobs in the state by 2015, and the Republican repeatedly referenced the website ? the state's official jobs site ? in his radio address last week as a place for Wisconsin's unemployed to find jobs and quickly connect with employers.

Filling any of the out-of-state jobs wouldn't help Walker keep that campaign promise, but his spokesman said Tuesday that the jobs were worth pointing out.

"Residents who live in our state and work elsewhere create a positive impact on their local communities," spokesman Cullen Werwie said. "They spend their money back in their communities, create economic activity and ultimately help create an environment for job creation in those areas."

A search of the website Tuesday afternoon showed 32,253 job listings. Of those, 3,104 were in Illinois, 2,078 were in Minnesota, 737 were in Iowa and 136 were in Michigan.

It wasn't clear how many of the out-of-state jobs would allow someone to work from home, although a spot check showed many required on-site work, including multiple hotel housekeeper jobs just across the state border in Rockford, Ill., and farther south in the Chicago suburbs. It also was unclear how many would require workers to move out of Wisconsin.

But it's not unusual for people living near the Wisconsin border to work outside the state. The Twin Cities are only about 30 miles from Hudson, Wis., and downtown Chicago is about 50 miles from the state line and just a 90-minute train ride from Milwaukee. Dubuque, Iowa, is just across the Mississippi River and attracts workers from many rural Wisconsin communities.

The out-of-state jobs listed Tuesday included a corporate attorney in the Chicago suburb of Lake Forest; an electrical technician at John Deere just across the western Wisconsin border in Dubuque; and a Home Depot sales associate in Rochester, Minn., about 75 miles west of the border.

Patricia Frey, 51, of Madison was searching for jobs online Tuesday at the Dane County Job Center. Although she has family in Madison and would prefer to stay in the area, Frey said she's open to moving out of state and had no problem with the site listing jobs outside of Wisconsin.

"I think people are desperate the economy is so bad," she said. "You have to be open."

But Jim Walser, 66, of Madison said he has no plans to leave the area even though he's been searching for work as a delivery truck driver for two years. He comes to the job center once or twice a week to search for work on the website but he never looks at possibilities out of state.

"The jobs should be here," he said. "If they get a job out of state and move out of state, that's somebody who's not living in Wisconsin and spending money in Wisconsin."

Walker has repeatedly urged the unemployed to use the website to look for work. During a news conference in Milwaukee two months ago, he claimed there were 30,000 job listings on the site and said "we need people who are looking for work in this state to click on, to get connected."

A major part of Walker's successful campaign for governor was his job-creation promise. He's used the pledge as the backbone of many of his proposals designed to spur job creation and make Wisconsin a more attractive place for business.

Earlier this year, he unveiled a marketing campaign to lure Illinois companies to Wisconsin. Wisconsin Democratic Party Chairman Mike Tate said the state's job website is now attempting the opposite.

"I think it's unfortunate that he's touting a job creating program in Illinois," Tate said. "The governor should be focused on creating jobs in Wisconsin."

Not emphasizing that a good chunk of the jobs are actually in other states leaves the impression that all of the roughly 30,000 listed jobs are in Wisconsin and available if residents simply work hard enough, "and I have a problem with that," added Democratic state Rep. Louis Molepske of Stevens Point, which is in the center of the state.

The jobs website started under Walker's Democratic predecessor, Gov. Jim Doyle, in 2008, and is operated both by the Wisconsin Department of Workforce Development and the Wisconsin Job Center system. Users can search the site in several ways, including by job type, education required and geographic location.

Job seekers also can post their resumes; the website claimed to have 27,606 on file Tuesday.

Wisconsin's unemployment rate for August was 7.9 percent, up from 7.4 percent when Walker took office in January. Over his first eight months in office, Wisconsin has added 41,700 jobs, according to the state Department of Workforce Development.

People who live in Wisconsin but work outside of the state are counted as being employed in Wisconsin.
